CHAMPAIGN, Ill. - Allan M. Stratman, a captain in the U.S. Navy and the executive officer of the Navy Facilities Engineering Command, Southwest, has been chosen to be the executive director of Facilities at the University of Illinois at Urbana-Champaign.
Stratman's appointment, pending approval of the U. of I. Board of Trustees at its July 24 meeting in Chicago, takes effect Sept. 3. Stratman will be retiring from the Navy after 27 years of military service.
Jack Dempsey, who has been in charge of Facilities and Services since 1999, will continue in that role until Sept. 2 and will then become associate director for sustainable environment within the Center for Sustainable Environment.
"Services" is being dropped from the Facilities and Services unit name to reflect the change in scope of the unit's purview. Supervision of parking and of printing services, currently under F&S, will be shifted: Parking will report to the chancellor's office; printing, to the Illini Union's printing operation.
"Allan Stratman has a wealth of experience and the proven leadership skills that bode well not only for Facilities, but also for the university," said Phyllis M. Wise, the chancellor of the Urbana campus. "In addition, he has a long record of accomplishment and public service.
"I also want to thank Jack Dempsey for all he has done in his years as executive director of Facilities and Services. He has led F&S during a period of great technological evolution and always has been responsive to the needs of the campus, from seeing to it that our buildings were maintained, our streets and sidewalks cleared, our grounds mowed, our classrooms clean and safe. What's more, he has been at the forefront of our sustainability efforts, including reducing energy usage across campus, saving both natural resources and money."
Facilities and Services is the largest administrative unit on the Urbana campus. It provides all physical plant, operational and essential services for the campus and employs about 1,200 people.
In his current job, which he has held since 2011, Stratman is based in San Diego and is responsible for overseeing public works, capital improvements, real estate and planning, facilities and utilities management, and environmental services supporting 20 Navy, Marine Corps and Air Force installations in six Southwestern states.
From 2009 to 2011, Stratman was commander of the 25th Naval Construction Regiment, responsible for Naval Construction Force planning and operations throughout the Middle East, the Caribbean and Central America. He led a group of 4,300 engineers in support of Operation Enduring Freedom in Afghanistan. He also directed NCF operations in response to an earthquake in Haiti, and he led humanitarian relief efforts in the Philippines.
Stratman was the expeditionary readiness branch head for the Office of the Chief of Naval Operations (2007-2009), the commanding officer of Naval Mobile Construction Battalion 133 in Gulfport, Miss. (2005-2007); and operations and executive officer for the Naval Facilities Engineering Command and Navy Region Midwest in Chicago (2002-2005).
A native of Springfield, S.D., Stratman earned a bachelor's degree in civil engineering at South Dakota State University and a master's in geotechnical engineering at the University of Texas.
He has earned the Legion of Merit, Bronze Star, Meritorious Service Medal (four awards), the Navy and Marine Corps Commendation Medal (five awards) and the Navy Achievement Medal.
He is a registered professional engineer in California.
