    The state of Illinois can avoid a credit downgrade to “junk-bond status” if the Legislature and the governor decide to work together in cooperation rather than in opposition to each other, said Christopher Z. Mooney, the former director of the Institute of Government and Public Affairs at the U. of I. and the W. Russell Arrington Professor of State Politics on the Springfield campus.
